We are a private non-profit agency created by joint resolution of the City of Savannah, Chatham County Commission and the Board of Public Education in 1964. The Community Action Program (CAP) provides a variety of programs and services to assist low to moderate income residents.

EOA programs include: Head Start/Early Head Start, Foster Grandparent, Retired and Senior Volunteer Program, Low Income Heating and Cooling Energy Assistance, Permanent Housing and Support Services (Families with Children,  Men, and, Veterans), Housing Services (Home Buyer Education, Rental Counseling and Assistance, Budgeting and Money Management), Representative Payee Program (Money Management and Counseling for Social Security Recipient, Work Force Development (Job Training, Soft Skills Training, and Counseling) Training, Relatives As Parents Program.
